Biography:  Dr. Leroy V. Swift

 

Dr. Leroy Victor Swift was born in August 1936 in Gause (Milam County) Texas to Leroy and Juanita Long Swift.  The family moved to Houston, Texas in 1949 where he attended the Phyllis Wheatley High School, graduating in 1955.

 

Upon graduating Dr. Swift entered the U.S. Army where he served as a Military Police Officer and a High Speed (Morse Code) Radio Operator.  Upon leaving the service, he moved to Kansas City, Missouri and joined the Kansas City Missouri Police Department in 1958 as a Patrolman.  He advanced rapidly through the ranks, attaining Police rank of Lieutenant Colonel in 1976.

 

Dr. Swift earned a Bachelor of Science Degree from the University of Missouri (UMKC) in the Administration of Justice in 1975, and a Master of Science Degree from Central Missouri State University (CMSU) in Criminal Justice Administration in 1980.

 

After serving nine (9) years as Assistant Chief, the then Colonel Swift retired in March 1985 and moved back to Milam County Texas.  He later served for eleven (11) years as the Chief of the Austin Texas Park Police, retiring for a second time in 1996.  Dr. Swift was a founding and charter member of the National Association of Police Community Relations Officer (NAPCRO) in 1969.  As a Police Colonel in 1978 he was a founder and charter member of the National Organization of Black Law Enforcement Executives (NOBLE).  He is a Life member of the International Association of Chiefs of Police (IACP), AS WELL AS NOBLE.

 

After retirement, Dr. Swift began attending the Institute for Teaching God’s Word in 2002, while he was serving as the Senior Deacon of the Mount Tabor Baptist Church in his hometown of Gause, Texas.  He later received a Master of Arts Degree in Biblical Studies from Tryannus University of Biblical Studies, College of Theology and Divinity in 2003.  In 2005 he also received a Doctor of Ministry Degree in Pastoral Counseling from Tryannus University.

 

In August 2006, Dr. Swift was called to pastor the church he attended as a child, Mount Tabor Baptist Church in Gause, Texas.  He also served as the Provost for the New Jerusalem School of Ministry for the 2005-2006 school year, and serves on the staff of the Institute for Teaching God’s Word Seminary.  In December of 2008, Dr. Swift was awarded a Doctor of Divinity Degree by the Institute for Teaching God's Word Theological Seminary in Rockdale, Texas.

 

Dr. Swift is married to the former Margie Lanell Mack and they reside in Rockdale, Texas.
