Upon graduating Dr. Swift entered the U.S. Army where he served as a Military Police Officer and a High Speed (Morse Code) Radio Operator. Upon leaving the service, he moved to
Dr. Swift earned a Bachelor of Science Degree from the University of Missouri (UMKC) in the Administration of Justice in 1975, and a Master of Science Degree from Central Missouri State University (CMSU) in Criminal Justice Administration in 1980.
After serving nine (9) years as Assistant Chief, the then Colonel Swift retired in March 1985 and moved back to Milam County Texas. He later served for eleven (11) years as the Chief of the Austin Texas Park Police, retiring for a second time in 1996. Dr. Swift was a founding and charter member of the National Association of Police Community Relations Officer (NAPCRO) in 1969. As a Police Colonel in 1978 he was a founder and charter member of the National Organization of Black Law Enforcement Executives (NOBLE).
